The Pakistan Institute for Parliamentary Services (PIPS) in collaboration with Mustehkam Parlimaan organised a two-day Orientation for the newly-elected Honourable Members of the Provincial Assembly of Khyber Pakhtunkhwa. The event commenced on the 31st of May and concluded on the 1st of June, 2024 at Serena Hotel, Peshawar.
The first day of orientation commenced with the recitation of the Holy Quran. Ms. Samer Awais, the Director General of Parliamentary Development Programme and Coordination (PDP&C), PIPS, extended a warm welcome to the participants and provided an overview of the programme along with a brief introduction to PIPS and its services.
Ms. Margaret Cook, the Team Lead of Mustehkam Parlimaan, also greeted the participants and gave an outline of the project. The Honourable Deputy Speaker of the Provincial Assembly of Khyber Pakhtunkhwa, Ms. Suriya Bibi,during her keynote address expressed appreciation to the Honourable Members for their attendance. She also recognized the significant role of PIPS and the Mustehkam Parlimaan project in organising the event, underscoring its importance.
The first session of the day, led by Sheikh Sarfraz Ahmed, Legislative Advisor at the Ministry of Railways, began with a comprehensive overview of the Constitution of the Islamic Republic of Pakistan. Mr. Sarfraz Ahmed provided a detailed explanation of the legislative process, emphasizing the various steps involved in law creation and amendment from the introduction of a bill to its final enactment.
On day two, Ms. Rabeea Anwar, Joint Secretary at the Senate Secretariat, presented an overview of the Rules of Procedure and the Conduct of Business of the Provincial Assembly of Khyber Pakhtunkhwa. She also shed light on the Parliamentary Oversight Tools.
The final session was conducted by Mr. Muhammad Mohsin Leghari, a former Parliamentarian, on the Powers and Functions of Parliamentary Committees. The Honourable Deputy Speaker and Members of the Provincial Assembly of Khyber Pakhtunkhwa expressed their gratitude to PIPS and MuP for organizing such enlightening sessions. The programme concluded with a vote of thanks.
